Canada: National Security Concerns Trump The government of the United States has blocked the acquisition of MoneyGram International Inc., a renowned money transfer company. This acquisition was suppose to be done by the popular mobile wallet organization, Ant Financial and an affiliate of the biggest Chinese e-commerce, retail, and technology company, Alibaba Group Holdings Limited.

Canada National Security

The mobile wallet company, Ant Financial had previously declared its interest to take over MoneyGram in Jan 2017. However, in the very next month, the bgoth Alibaba Group Holdings Limited and Ant Financial announced the cancellation of this deal as they were not able to obtain needed approval from the Committees of Foreign Investment in the US (“CFIUS”).

This happened due to the issues of cybersecurity and the confidentially of the personal data. The Committees of Foreign Investment in the United States is basically a Treasury Department-run multi-agency panel, which takes cares and evaluates all the foreign acquisitions of its country’s companies for national security issues.

This refusal of the proposal demonstrates a fundamental tension among the communal and accessible nature of financial offerings provided by Fintech businesses. It also illustrates the concerns of the national security, trade issues, and the protection as well as privacy of the personal data.

What Canada’s “Investment Canada Act” Says?

Canada is gradually becoming one of the most preferred destinations for the companies to set their headquarters at. The country has equivalent powers to The Committees of Foreign Investment in the United States or CFIUS to go through and review all the acquisitions of the Canadian businesses under its Investment Canada Act. According to this act, the Canadian government has full rights to review all the investments that may be injurious or unprofitable to the national security.

In contrast to the other limitations on the investments in the country’s businesses by other companies from different countries, which make the use of a minimum value threshold to evaluate whether a transaction is reviewable by the Canadian government, there is no min. investment size for a review or monitoring on the national security grounds. These national security grounds or provisions authorize the government to restrict any received proposal or investment, apply conditions on its completion or need divestiture of a finished investment.

Latest Technology leading to New Challenges for Regulators

According to the survey by the Gartner analysts, the spending on information security has reached to $86.4 billion in 2017 and $93 billion in 2018 i.e. it has been increased by 7% over the years. As a result, the qualified specialists are lacking as the market of information security is going up. Even Forbes, an Online magazine has detailed in one of its articles that in 2019, there demand will be unfulfilled of 2 million IS specialists. Thus, all the world-wide companies need a complete solution to fight against the cyber crimes and there will be no such company in the market that will offer such a complete solution.

Now-a-days, the cyber criminals are using a number of advanced tools for attacking the users including the corporation as well as the individuals and harm them by misusing their data. Since there are a number of antivirus software that offers a layer of protection to the users’ data but still they are unable to provide the complete protection against these cyber-attacks. Some of the major antivirus software is based on the method of “Heuristics” and “Signatures” for detecting the threats, and if the threats are known then the software uncovers these known threats with the coded signatures otherwise, the threats are detected by its behavior.

All the large antivirus companies are developing the threat intelligence networks by putting numerous efforts in order to collect the clients’ information via its network. These threat intelligence networks are known as “cloud detection” like McAfee, Symantec and many more, but still, these software could not run 2 or 3 protection engines simultaneously, as these software lack in interoperability. Thus, everybody needs to choose the most appropriate antivirus by keeping the idea for getting a complex protection to a side.

Distributed threat intelligence:

The new approach by the “Blockchain Startup for Information Security” has been equipped with various improved security features to offer security against the fraud and cybercrime that make up 56% reasons to the Business leaders, to adopt and use the blockchain in their organizations.

Blockchanin startup PolySwarm allows the IT experts sitting in any corner of the world to create and maintain the specialized threat detection software in order to monetize their security expertise. Even this new approach has the feature of speedy and accurate malware detection that became the main reason for getting the reward experts. Thus, the marketplace and its end users have been benefited with the integrated solution that offers a protection layer via thousands of specialized micro engines that scans files on the device. Even the PolySwarm has the ability to detect and outsource all the new threats that remain undetected by the signature based antivirus.

It safeguards company information, extending security across users, apps, and devices. Delivering a faster and more responsive Blogs: Making your email experience as fast as possible is a goal shared across the team — from product designers to storage architects. Some of that work happens in the UI — an example of this is the significantly speedier web experience we introduced in the new beta. Other work involves the way we operate our networks and data centers. A key part of keeping performance snappy is to store your data in a region that optimizes performance, which is typically based on the proximity of data centers to where you are located. Today, we’re excited to share ways we’ve updated to be more intelligent about where your mailbox data is stored. Blogs: is hosted from multiple data centers across the world, which provides fault tolerance, load balancing, and performance advantages. Our goal is to set up your account in data  centers that provide you with the best performance. In the U.S. and Europe, that means we will set up your account in data centers that are in the region where you reside. Historically, we have determined these locations based on the country you selected as your place of residence when you created the account. Blogs: But in a world where migration is increasingly common, relying on you to manually keep that place of residence information up to date doesn’t make sense. Our data center capacity is also increasing, providing more opportunities to host your data closer to where you are located. Accordingly, we made updates that improve our ability to maintain your data closer to you with greater accuracy. Blogs: When you create a new account, we now determine the appropriate data centers automatically, rather than relying on the country of residence stored in your account profile. So, if you are physically located in the U.S. when setting up your account, your email will be stored in the U.S. Similarly, if you are in Europe when setting up your account, your email will be stored in Europe. Blogs: We are also making smart enough to automatically move your account to closer data centers when the service determines over a period of time that you have changed the region of your primary residence and performance would be improved. For example, if you set up an account in Spain and later relocate your residence to the U.S., your account will be migrated to U.S. data centers to optimize your access.

Note that we will not continuously move data back and forth between regions every time you travel abroad — the intent here is to improve performance by keeping your data in proximity to where you are primarily located.

We’re always working to ensure you have the best and fastest experience when using our service. Give us your feedback and ask your questions at the UserVoice site.

— The team
